The TAS Hope-B is one of the original ships brought over from Starfleet during the early days of the Terra Alpha Alliance, in fact it was the second ship to be recommissioned under the 'TAS' banner after the TAS Seraphim and before the TAS Independence.
The Third ship to bear the name USS Hope - the Hope-B was developed hastily into a medical ship after the Khitomer Massacre that the USS Enterprise-C was involved in, as there were still numerous Klingon and Federation colonies in dire need of medical attention after Romulan attacks, the Hope originally had most of it's engineering hull loaded with sickbays and recovery wards - at one point having nearly 10 active sickbays with roughly 10 bio beds and 4 surgical beds each and recovery rooms for 800 people. Eventually some of those sickbays were removed and replaced with medical research modules.
By the time Tess Ryder got command, the Hope had five active sickbays, two in the saucer and three in the engineering hull with the capacity to relocate roughly 2000 people short distances.
